#EMR – Bill 41: Infrastructure Investment?

Minister Eric Hoskins’ Bill 41 continues to be confounding for many physicians, but possibly the most consistent question I am hearing is: Why do we need another layer of bureaucracy? How will sub-LHINs improve the system? One very intriguing twitter answer that I received suggested that this extra bureaucratic layer will serve as “administrative infrastructure” for primary care. That is something worth considering since I agree that Family Doctors need much more support than they are currently receiving.

Before I move directly into the discussion, I want to stress that I am not including those primary care providers who are not physicians in this consideration. The reason is that I want to focus on the infrastructure resources needed to deliver primary care and the Nurse Practitioner- led clinics are tremendously well-resourced, with all expenses already covered by the government, a luxury that physicians cannot access to the same degree which is the point here.

Previously we mentioned that Jonoke was no longer listed as a certified OntarioMD vendor. It seems that there was a bit more to their story. As recently reported, their assets have been purchased by QHR in another EMR acquisition.

(QHR.V), engaged in the healthcare information technology sector, said its wholly owned subsidiary QHR Technologies Inc. has entered into a binding agreement to purchase all of the healthcare assets of Jonoke Software Development Inc., including its proprietary Electronic Medical Record or EMR software and its clients.

We are now down to 9 vendors in Ontario, under the current certification offerings (not including Bell who will no longer offer an EMR after December 2015). Another #EMR vendor in #Ontario bites the dust?

It looks like another #OntarioMD approved EMR vendor is no more. In a follow up to our article “Instability with #EMR in #Ontario“, yesterday OntarioMD updated their approved vendors to indicate the following.

As of February 20, 2015 the Jonoke Software Corporation Inc’s EMR offering JonokeMed v5.5 is no longer a funding eligible EMR.

OntarioMD Announces Results of Stage 1 to select additional ASP EMR offerings

The RFQ was opened on November 6, 2014 and closed on December 3, 2014. The RFQ was posted on MERX, an electronic tendering service, and was open to all vendors (i.e., not limited to Canadian vendors).

Five respondents successfully completed Stage 1 and have qualified to participate in the next stage for detailed evaluation, validation and potential certification of their proposed ASP EMR offerings.

  • Intrahealth Canada Ltd. (Profile EMR)
  • TELUS Health Solutions GP (TELUS Med Access EMR)
  • York Card Technology Inc. (YMS EMR)

Stage 2 is expected to commence in March 2015
